Rebecca A. Fenneman

Rebecca A. Fenneman is a Founding Principal of Jeffrey/Fenneman Law + Strategy, PLLC.

Rebecca has deep experience in regulatory compliance and enforcement of international ocean shipping, international transportation, logistics, and intermodal transportation policy.  She is known for finding creative business solutions for maritime and logistics companies, importers, exporters, ports, and marine terminal operators in complex commercial disputes.

Rebecca began her career at the Federal Maritime Commission  (FMC) in the Office of the General Counsel as principal attorney for international affairs.  She has also served as Deputy Director of the Bureau of Trade Analysis, providing economic analysis on the effects of ocean common carrier and marine terminal agreements, as well as reviewing service contracts, NVO service arrangements, and tariff publications.  As the FMC's General Counsel, Rebecca directed appellate litigation and rulemaking, as well as providing advice to policymakers, delivering congressional testimony, and coordinating legislative affairs.  Her final role at the FMC was as Director, Office of Consumer Affairs and Dispute Resolution Services.  

Rebecca  earned her J.D. from the University of Maryland (with honor).  Recipient of the FMC's Silver Medal for Meritorious Service,  she retired as a career member of the Senior Executive Service on March 31, 2020.

Rebecca is co-chair of the International Transportation Committee of the American Bar Association's Section of International Law.  She is also a member of WISTA.
